As the annual performance agreement (APA) for the current fiscal year is being reviewed, Prime Minister Dr Lotay Tshering said that he will not sign any document that he is uncomfortable with.

Even at the cost of delay, Lyonchhen said, he wants to ensure that the agencies and the government are on the same page. He said it was important to sit together with the agencies, prioritise the components to align with national goals and government’s priorities.
