With difficult terrains and passes, finance minister Namgay Tshering said it was difficult to construct or keep farm roads pliable with the budget approved as per the farm road development guidelines 2013.

Responding to Dewathang-Gomdar MP Ugyen Dorji, Lyonpo said that as per the guidelines, Nu 3 million is allocated per kilometer for farm road connectivity. However, it is difficult to implement the guidelines uniformly in all 205 gewogs and 1,100 chiwogs.
