Prime Minister Dr Lotay Tshering will present the state of the nation report in the winter session that begins on November 26. The report is usually presented in the summer session.

The Prime Minister will highlight legislative and the annual plans, and priorities of the government, among other priorities.

As per the Constitution, the Prime Minister shall present an Annual Report on the state of the nation, including legislative plans and the annual plans and priorities of the government, to the Druk Gyalpo and to a joint sitting of Parliament.

The pre-session of the National Assembly (NA) on November 13 finalised the agenda for the session.

The upcoming Session will see deliberations on Fiscal Incentives Bill of Bhutan 2020, Ratification of Framework Agreement between Bhutan, and the European Investment Bank (EIB), and ratification of the agreement between Bhutan and the Green Climate Fund (GCF) on the privileges and immunities of the GCF.

The NA will also deliberate Entitlement and Service Condition (Amendment) Bill for the Holders, Members and Commissioners of Constitutional Offices of Bhutan 2020 and Lhengye Zhungtshog Bill 2020.

The joint sitting of Parliament will deliberate on the disputed clauses of Penal Code (Amendment) Bill 2019 and Civil and Criminal Procedure Code (Amendment) Bill of Bhutan 2019, Annual Audit Report 2019, and Review Report of Annual Audit Report 2010- 2018.

The plenary session was presided over by Speaker Wangchuk Namgyel and was also attended by cabinet ministers.

According to a press release from the NA, considering the current situation of the country due to Covid-19, the meeting after an intense deliberation came to a consensus to reduce the agenda and only include the important issues this session.

The preliminary meeting also discussed two petitions received from the local governments and referred them to the relevant ministries for further action.
