To ensure successful implementation of the 12th Plan, the Royal Civil Service Commission (RCSC) will conduct a demand-based review of staffing through joint consultations between the parent agency, local governments (LGs) and the commission.

The review, which would be conducted in the first two years of the plan period, is planned based on 12th Plan’s stress on enhanced decentralisation to the local governments.
