Following discussions with taxi tshogpas, the government has done away with the taxi operating permit (TOP) card system.

Lyonchhen Dr Lotay Tshering said the intention to introduce the TOP system was to decongest Thimphu by allowing taxi owners or drivers to operate only in their dzongkhag or region they are registered at.
