Labour Secretary Dasho Tashi Wangmo launched a digital e-learning management system (LMS) for the construction sector yesterday.

LMS and e-learning contents were developed by a team from the Technical Training Institute in Chumey, Bumthang.

Helvatas Swiss Intercooperation and OSD4CS-II, under the Ministry of Labour and Human Resources’ Department of Technical Education (DTE), supported the e-learning project.





Restrictions on contact learning due to Covid-19 pandemic necessitated the development of the system to facilitate e-learning for TVET students.

Yeshi Wangdi, one of the content developers, said: “The blended learning technique will be appropriate for Dual Training Programmes (DTP) and alternative training modalities with minimal face-to-face contact between trainers and trainees.”

The development of contents began from July 20, 2020. A total of 50 content videos for masonry and 43 for carpentry have been completed so far. About 82 trainees with the Dual Training Programme have started using the LMS.

Tashi Wangmo said that the launching of the LMS was a huge milestone in the history of the TVET sector in Bhutan. It is expected to create flexibility in the learning system.

LMS will be rolled out in phases in other trades and institutions.
